The HR World hosted an exclusive panel discussion exploring the challenges and solutions around managing and recruiting people within the public sector at a time of significant change and technological development.

Skills, Security Clearance and AI: How Do You Plan a Workforce in a Rapidly Evolving Environment? brought together a panel of experts to identify and discuss the challenges facing public sector organisations and the potential solutions available to help them create and maintain an effective workforce.

The discussion came at a time when organisations – particularly across government and defence – were under increasing pressure to deliver more with less. Growing demand for skills and pressures on the talent pool meant workforce planning was becoming significantly more complex, while rapid advances in AI, together with the constraints of security clearance, were reshaping how talent could be accessed, deployed and developed.

Despite these pressures, organisations still needed to effectively plan and build workforces that were secure, skilled and adaptable. The event brought together HR and Talent leaders operating within secure and regulated environments to explore how organisations could respond to these challenges in a practical and sustainable way.

The discussion addressed:

  • Strategies for navigating the impact of security clearance requirements on talent availability and workforce flexibility

Meet the Speakers:

Kate Spencer - Partner, Workforce Planning, PA Consulting

She leads programmes of work across defence and the wider public sector to shape and deliver the workforce and cultural changes for organisations to secure the talent they need to respond to the changing digital and threat landscape. This includes sourcing non-traditional talent, reshaping career pathways and developing enterprise level approaches to workforce management as well as reducing time to competence through innovative approaches to learning. Kate has a background in experimental psychology and is a qualified coach.

Philip Gill - Lieutenant Colonel, Workforce Planning, MOD

Lieutenant Colonel Philip Gill FCIPD is a strategic HR and workforce transformation leader with 30 years of experience operating at the intersection of skills, security and capability across UK Defence. He has led global HR and strategic workforce planning functions, advised Ministers and Senior Defence leaders, and served as the principal interlocutor with the Armed Forces Pay Review Body.

His recent work has focused on addressing critical capability gaps in highly constrained security environments, including the design of ZigZag Career Pathways to diversify and accelerate access to scarce skills, and the scoping of a Defence Skills Passport to enable trusted skills recognition and mobility across Defence and industry.

His work increasingly explores how AI can be applied responsibly to HR functions, balancing immediate operational delivery with long‑term resilience in complex, fast‑evolving environments.
